Why Safety Matters
Each year, lives are lost and communities are forever changed by preventable roadway crashes. Motor vehicle crashes remain one of the leading causes of death in the United States, and the number of fatal crashes continues to rise nationwide. Unfortunately, this troubling trend is also reflected here in Illinois and in our own Tri-County region.
Between 2017 and 2022, 211 people list their lives and over 2,000 sustained serious injuries on roadways in Peoria, Tazewell, and Woodford counties.


Our Region's Response
In response to the alarming rise in roadway fatalities, including during 2020, a year of reduced traffic volumes, TCRPC secured $500,000 to develop a Comprehensive Safety Action Plan. This included $400,000 from the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) discretionary grant program and $100,000 in local funding.
With the SS4A grant in hand, TCRPC partnered with the Lochmueller Group to create a data-driven Comprehensive Safety Action Plan for Peoria, Tazewell, and Woodford counties. Grounded in the Federal Highway Administration’s Safe System Approach, the plan identifies targeted, effective strategies to eliminate traffic deaths and serious injuries. It sets the foundation for achieving Vision Zero by 2050, the bold but necessary goal of ending all roadway fatalities and serious injuries in the Tri-County region.
Tri-County Comprehensive Safety Action Plan
From 2023 to 2025, TCRPC and partners completed a federally recognized Comprehensive Safety Action Plan (CSAP). The CSAP was approved and adopted by the Tri-County Regional Planning Commission at their June 4, 2025, meeting. The plan:
- Identifies crash trends and high-injury corridors
- Provides a safety toolkit with proven safety interventions
- Lays the groundwork for future implementation funding

Measuring Our Progress
The Tri-County Regional Planning Commission and its partners are committed to transparency and accountability. As a result, TCRPC will:
- Establish a Regional Safety Committee, tasked with:
- Implementing the Tri-County CSAP, and
- Tracking progress toward reducing roadway fatalities and serious injuries
- Report progress toward reducing fatalities and serious injuries annually
- Publish updated crash data on the Tri-County Crash Dashboard annually
