Tri-County Regional Planning Commission (TCRPC) wants those who live and or work in the area to help shape the future of mobility for the Region.
Mobility is simply not having access to transportation. Mobility refers to having quality transportation options. A quality transportation option would be reliable, sustainable, affordable, safe, and secure. The study will be focused on fulfilling the following objectives:
- Identifying the extent of unmet mobility demand in the Grey Area.
- Conducting an intense and meaningful stakeholder and public engagements.
- Comprehensive evaluation of federal, state, and other funding opportunities to improve mobility options.
- Recommending the most appropriate mobility solutions for the Grey Area based on need analysis, public engagements, and possible funding opportunities.
So how can you contribute to the future of the Region? You can attend a community workshop. The Community Workshop is a key component in developing a useful strategy for Grey Area Mobility Enhancement and Expansion Study, and everyone is invited and encouraged to attend! The virtual meeting will provide an interactive opportunity for participants to guide discussions about the Grey Area’s mobility needs, review early study findings, and identify transportation opportunities in Peoria’s Grey Area.
The first Community Workshop is schedule for Wednesday, October 21, 2020 with two opportunities to participate at 12:00 to 1:00 p.m. CDT and 6:00-7:00 PM. Both presentations will be recorded and posted to the Tri-County’s website for those who are unable to attend live.

What is the “Grey Area?”
Within the Peoria-Pekin Urbanized Area there are seventeen municipalities—of which three municipalities belong to the Greater Peoria Mass Transit District (CityLink) and only two other communities contract with GPMTD to provide fixed route and complementary paratransit service for their citizens. As a result, twelve municipalities and over 87,000 people do not have reliable access to public transportation service. This large unserved area is termed as the Grey Area.
The Grey Area Mobility Enhancement and Expansion Study
We invite you to be a part of the Grey Area Mobility Enhancement and Expansion Study. Beginning in October of 2020 and lasting 10 months, Tri-County, with the support of their consultants the Lochmueller Group, will work with the community to conduct an extensive, multi-faceted community engagement program. This effort will provide an opportunity for residents and community stakeholders to offer feedback and ideas to create a plan that truly representative of what our community needs and desires.
