Transportation Improvement Program

The Transportation Improvement Program (TIP) is a required document listing all federally-funded highway, transit, and enhancement projects to take place in the metropolitan planning area in the next four years. TCRPC staff prepares the TIP annually in cooperation with the Peoria-Pekin Urbanized Area Transportation Study (PPUATS) and the Illinois Department of Transportation (IDOT).

The FY 2020-2023 TIP includes all transportation improvements programmed within the Metropolitan Planning Area (MPA) that will utilize federal funds. Many transportation projects listed in the TIP are implemented by IDOT, but some projects are implemented by counties and villages throughout the region. The purpose of the TIP is to assist with coordinating the use of federal funds for transportation improvements, as well as to ensure that projects receiving federal funds are in conformance with the Long-Range Transportation Plan. The TIP is a fiscally-constrained document, meaning that all projects listed can be successfully implemented using committed or available revenue sources.

The FY 2020-2023 TIP was approved by the PPUATS Policy Committee on October 2, 2019. All projects listed in the TIP have been selected in cooperation with PPUATS, IDOT, and local units of government within the MPA. These projects have been reviewed for consistency with Envision HOI, responsiveness to local and regional needs, and cost reasonableness.
