Titles 23 and 49 of the United States Code require Metropolitan Planning Organizations (MPO) to develop a Transportation Improvement Program (TIP). A TIP is a short-range plan that identifies all federally-funded highway, transit, and transportation enhancement projects programmed for implementation within a four-year horizon. 

The purpose of the TIP is to coordinate the use of federal funds for transportation improvements with state and local jurisdictions. Additionally, the TIP ensures transportation projects receiving federal funds are consistent with the Long-Range Transportation Plan (LRTP), responsive to local and regional needs, and reasonable. The TIP is a fiscally-constrained document, meaning that all projects listed can be successfully implemented using committed or available revenue sources.

The Tri-County Regional Planning Commission is the designated MPO for the Peoria-Pekin Urbanized Area. TCRPC staff prepares the TIP annually in cooperation with the Illinois Department of Transportation (IDOT) and local jurisdictions within the Metropolitan Planning Area (MPA). The MPA is the jurisdictional area of the MPO comprised of the urbanized area, as defined by the US Census Bureau, and the adjacent area likely to be urbanized in the next 25 years. 

The FY 2023-2026 TIP includes all federally-funded transportation projects programmed for state and local jurisdictions – such as IDOT, Greater Peoria Mass Transit Districts, counties, and numerous municipalities within the MPA – to be implemented during the four-year horizon. The Tri-County Regional Planning Commission approved the FY 2023-2026 TIP on July 6, 2022.
