As the Peoria-Pekin Urbanized Area’s Metropolitan Planning Organization, the Tri-County Regional Planning Commission (TCRPC) is required to have a Congestion Management Process (CMP). The CMP maps the region’s transportation network and identifies the areas with high traffic to be able to effectively plan and manage congestive areas.
