The UPWP is one of the core MPO planning documents and serves as the budget for the metropolitan transportation planning process and directs the day-to-day work of the MPO. The publication describes all transportation planning activities with a corresponding budget Tri-County proposes to undertake during the fiscal year, which follows the Illinois Department of Transportation Fiscal Year of July 1 through June 30. The development of the UPWP occurs annually in cooperation with the Illinois Department of Transportation (IDOT) and member jurisdictions.
