The Tri-County Regional Planning Commission (TCRPC) is opening its Human Services Transportation Plan (HSTP) 2025 Draft Update for public review and comment.
This document outlines the state of human services transportation for seniors, individuals with disabilities, those with low incomes, veterans, and other transit-dependent populations across HSTP Region 5. Fulton, Knox, Marshall, Peoria, Stark, Tazewell, and Woodford counties make up Region 5, which encompasses nearly 450,000 people and nearly 4,050 square miles, according to the US Census.
The work of both rural and urban public transportation providers is crucial to ensuring that all populations, especially those listed above, have safe, reliable transportation. These transit providers receive allotments of rural and urban federal transportation funding, and this funding divide, along with the breadth of the types of stakeholders involved in the public transportation process, necessitates careful planning and coordination to ensure that the system functions smoothly.
This document also breaks down the region and urbanized area’s demographic makeup. Understanding the distribution of these populations shapes the planning of transportation dollars and coordination. Allocating funds to the areas where they will be especially needed allows transit users to be productive, valuable members of society, and is the most effective and economical use of funds and planning efforts.
The 30-day public comment period begins on Monday, February 3, 2025, and ends on Tuesday, March 4, 2025. During this period, the draft 2025 HSTP will be available here on the TCRPC website, and physical copies can be accessed at the TCRPC office or one of the 20 public review sites at local libraries throughout the Peoria-Pekin urbanized area.
The public comment period provides an opportunity for the community to review the overview of HSTP and public transportation across the seven-county region. TCRPC will hold two public meetings: 1) February Full Commission meeting on Wednesday, February 5, at 9:00 a.m., and 2) February Technical Committee meeting on Wednesday, February 19 at 9:00 a.m. Both meetings will take place at 456 Fulton St., Room 420, Peoria, IL 61602, unless otherwise posted.
Written public comments may be submitted through Tuesday, March 4, 2025, by using one of the following methods: emailing input@tricountyrpc.org or mailing or delivering to TCRPC, Attn: Draft 2025 HSTP Update, 456 Fulton Street, Suite 401, Peoria, Illinois 61602. All comments received during the public comment period are recorded and provided to the HSTP Committee Full Commission for their consideration before the document’s adoption.
The HSTP Committee and Full Commission will review all public comments, solicit final public feedback, and consider adoption of the 2025 HSTP Update at their regularly scheduled meetings on Tuesday, April 1 (HSTP Committee) and Wednesday, April 2 (Full Commission).
