Perteet Inc. from Washington State was chosen as the technical consultant for the plan. They specialize in transportation and transit planning, and have an extensive resume involving projects throughout the nation. Perteet Inc. has had experience in central Illinois; most recently they have completed plans for the Bloomington-Normal area. These projects include Illinois State University Transit Study and B-NPTS Community Transit Needs Assessment.

Mr. David Browne is the project coordinator for Perteet.   As part of the study he spent an extensive amount of time in and around Peoria gathering information about the bus systems.   He met with many of the providers and stakeholders in the area.  His first report was a draft plan with recommendations as to how a regional transit service may work.  

Ms. Carolyn Tamler was a sub-consultant for Perteet.  She went through out the community gathering information regarding market analysis.  She met with may service providers and stakeholders.  She has conducted 2 focus groups with citizens in the Tri-County area.   One group was with riders and the other was with non-riders.  The results of the focus groups showed various transit related preferences between the two groups.  She has also conducted phone interviews with 400 local residents.   The results of the phone survey can be accessed by clicking here.  In addition to the surveys an additional rural area phone survey was conducted to supplement the previous survey.
