Recognizing the growth of Bloomington-Normal and the potential for increased development at a nearby interchange, the City of El Paso decided to create a comprehensive plan. When completing the inventory of existing conditions, unique local issues, such as a proposed Peoria to Chicago highway, were incorporated. The results of this inventory and over 300 responses to a community survey led to the adoption of a vision statement. The specific goals and objectives developed to achieve the vision included providing inter-connections between new subdivisions, increasing water and sewer capacity near the Interstate 39 interchange, and implementing a floodplain ordinance. In addition to goals and objectives, a future land use map was developed that identifies the areas of El Paso best suited for specific land uses.
