TCRPC assisted the City of East Peoria with updating its 1993 comprehensive plan. Completed in 2004, the update occurred during a dynamic period in East Peoria’s history which gave rise to development of new industrial uses, the EastSide Centre, and the riverfront. East Peoria is defined by the Illinois River and its bluffs, and these geographic features affected some of the plan’s major land use, transportation, conservation, and recreation proposals.
The plan, recognizing the constraint on developable land imposed by these features, identified specific external growth areas suitable for new development. Inadequate cross access between highways separated by bluffs prompted the identification of future road projects to improve access and emergency response times. Environmental corridors were identified and guidelines for evaluating development proposals to protect the corridors were proposed. A program for developing an extensive trail system with regional connections was outlined. The plan also treated housing, economic development, public utilities, and public services to present a strategy for how East Peoria can ensure dynamism leads to improvement.
